Mizuho Bank Europe N.V. (“MBE”) is a fully licensed bank incorporated in the Netherlands and supervised by De Nederlandsche Bank (“DNB”) and the Autoriteit Financiële Markten (“AFM”). MBE was established in 1974 and has always been located in Amsterdam. We employ around 150+ FTE and have three foreign branches (Frankfurt, Madrid, and Paris).
For our office in Frankfurt, we are currently looking in full-time for a Vice President, Corporate & Investment Banking, COO Team (f/m/d)
Job summary
We are seeking a Vice President to join the Corporate & Investment Banking (CIB) COO Team based in Frankfurt to support the operations and oversight of our EU business. This role is central to ensuring effective governance, operational risk management, and business control for our EU operations, with a focus on meeting the standards set by the Dutch regulatory framework and ECB and aligning strategy across the CIB.
Tasks
Governance & Regulatory Oversight
- Lead preparation and coordination of required governance forums, including management and board committees on behalf of business
- Act as the CIB representative for EU compliance functions, including governance structure, operational resilience, and local reporting obligations on behalf of business
- Liaise with relevant EU teams and represent the CIB to track regulatory developments, ensuring timely implementation of requirements impacting the EU entity to support business.
- Maintain and oversee CIB-level governance documentation, policies, and internal control attestations on behalf of business
Operational Risk Management
- Support the CIB teams in the 1st Line of Defence risk and control representative for the CIB in relation to EU legal entity
- Drive risk identification, RCSA processes, issue management, and timely resolution of audit and regulatory findings for the CIB in the EU
- Support business readiness for DNB on-site inspections, thematic reviews, and information requests
Management Information (MI) & Reporting
- Deliver high-quality MI for the EU entity, including operational risk dashboards, business performance metrics, and other required indicators
- Enhance MI tools and processes to support greater transparency and regulatory readiness
- Collaborate with finance, risk, and compliance to align entity-specific MI with wider CIB and global reporting
Business Management & COO Support
- Align with the wider COO Teams, Finance and HR on resource management, cost tracking, and planning for the Universal Bank support functions
- Drive COO-sponsored strategic projects with impact on the Dutch hub, including MBE New Products, growth initiatives, legal entity optimization, control enhancement programs
- Provide day-to-day support to senior managers and in the CIB and the EU governance, documentation, and oversight matters in close collaboration with the wider COO teams
Profile / Your qualification / Your personality
- 7+ years of experience in a COO, operational risk, governance, or business management role within banking or financial services
- In-depth understanding of Dutch regulatory requirements and supervisory frameworks (DNB, AFM, ECB) on a cross-border basis
- Strong governance, risk, and control mindset with prior exposure to legal entity governance or entity management
- Excellent communication and stakeholder management skills; fluent in English (Dutch and/or German is a plus)
- Strong analytical skills and proficiency in MI tools (Excel, Power BI)
- University degree in Finance, Business, Risk, or a related field; regulatory certifications or qualifications (e.g., FRM, PRMIA) preferred
