The EIB, the European Union's bank, is seeking to recruit for its Operations Directorate (OPS), Financial Institutions Department (FID), Advisory Financial Institutions Division (5-AFI), Social Impact and Bioeconomy Unit (SI&B), at its headquarters in Luxembourg, an (Associate) Investment Platform Advisor*.

This is a full-time position at grade 4/5 for which the EIB offers a permanent contract

Purpose
The (Associate) Investment Platform advisor will identify, analyse and develop investment platforms and/or financial instruments with emphasis on the agri-food, bioeconomy and rural development sector in order to channel funding from both combined public and private sources, through intermediaries, to groupings of projects that are either sector or geographically focused; manage the design and implementation of financial intermediary support packages and capacity building programmes, in order to support Managing Authorities, National Promotional Banks and Institutions, financial institutions, fund managers and other intermediaries benefiting from EIBG financing support.

Operating Network
You will report to the Head of the Social Impact and Bioeconomy Unit which is part of the Advisory - Financial Institutions Division within the Financial Institutions Department.

You will be responsible for providing bespoke advice primarily to public sector authorities and financial intermediaries on the design and for the setup and implementation of these types of financial instruments and financial intermediary support packages.

Such advice often relies on experience in investment fund structuring/management, knowledge of appropriate governance arrangements (including exposure to investment committees), green lending, debt/guaranty and equity products, as well as fund raising advice, fund manager selection and/or leverage of debt finance/bank lending.

You will collaborate closely with other Departments of the Bank, including the ElB's product development and lending teams as well as, potentially, the European Investment Fund (EIF). You will also coordinate the use/input of external consultants.

Aufgaben

  • Within the context of specific European Commission (EC) advisory mandates (fi-compass, InvestEU Advisory Hub (IEUAH), or similar in the future) or specific advisory assignments, analyse and respond appropriately to requests for assistance/advice in establishing investment platforms and or financial instruments, including the undertaking of feasibility studies as well as designing appropriate investment strategies and/or financial products that combine public and private funding.
  • Develop and implement financial intermediary support packages to facilitate the deployment of thematic investment priorities, mainly focusing on agri-food, bioeconomy and rural development sector.
  • Interface and maintain relationships with key stakeholders, including various services within the European Commission, Managing Authorities and other public bodies as clients, consultants, as well as internally most notably with the Operational Departments of the Bank and with European Investment Fund (EIF).
  • Represent the Bank in appropriate professional and public fora, attending and presenting at various public events, including those organised via the fi-compass advisory platform and IEUAH in order to present the work/services/experiences of the division and, where appropriate, the Bank in the area if financial investment platforms and/or instruments.
  • Proactively follow trends, innovations and regulatory changes with respect to investment platforms /financial instruments, including sectoral developments particularly in the areas of agri-food, bioeconomy and rural development sector and SMEs/agri-holdings access to finance (including social, micro and agricultural SME sectors) in order to identify potential impacts on EIB intermediated finance activities and the deployment of the fi-compass work programme.
  • Provide advice and support, where appropriate, to other parts of EIB Group in analysing, designing or implementing investment platforms/financial instruments/ and intermediated products, including through the provision of EC financial instrument regulatory advice.

Profil / Ihre Qualifikation / Ihre Persönlichkeit:

  • University degree (minimum an equivalent to a Bachelor) preferably in Finance/Economics/Engineering or other relevant studies. Postgraduate studies would be an advantage.
  • At least 3 years’ relevant professional experience in dealing with public institutions, preferably the European Commission, Managing Authorities, NPBIs and other public bodies.
  • Good working knowledge of the regulatory environment around financial instruments, including ESI Fund regulations and state aid rules, etc.
  • Experience and aptitude in direct contacts with public and private sector clients, often at a senior level.
  • Experience in undertaking and/or overseeing studies, economic analysis data gathering and elaboration, possibly in the agri-food and rural development sector would be considered an advantage.
  • Experience in investing in or lending to investment infrastructure funds/financial intermediaries/local authorities would be considered a distinct advantage.
  • Experience in dealing with consultants would be considered an advantage.
  • Excellent knowledge of English and/or French (**), with a good command of the other. Knowledge of other EU languages would be an advantage.
